“Dream Weaver” does a fantastic job of linking Supergirl’s fictitious world to reality. Kelly’s experience with Joey causes her to believe that the foster home isn’t quite as welcoming as Ms. Hochschild portrays it out to be. Ms. Hochschild has CCTV set up all throughout the household, and the alien kids all wear power-dissipating shackles.
The set-up is eerily similar to how genuine foster families may abuse and neglect the kids who live there. Kelly chats with Joey and learns that his sibling Orlando is out on work release. Joey feels Orlando is under stress because he has black bags beneath his eyes, which is a symptom of his species’ abuse of their abilities.
Supergirl assures Orlando and all the others that they will be secure, admitting the inmates’ lack of entitlement and the state’s failure to protect them. This is what distinguishes Supergirl as a genuine superhero, and it’s a pattern that more current genre tropes are following. Rather than merely flying in and rescuing the day for a few moments, heroes are attempting to resolve the lengthy problems that afflict society.
Kara is still anger by Andreas’ attention on the Super Friends. However, William points out that when Supergirl talks, people pay attention, which means more people will get her cause.
